Consensus Around Davit Ishkhanian
The 'Pasts' newspaper writes: 'The Artsakh National Assembly will hold an extraordinary session on August 7, 2023, at 10:00, with the agenda of electing the NA President. It should be noted that according to current information, the parliament will elect Davit Ishkhanian, a member of the ARF Bureau, as the new president. It is noteworthy that only a 3-member faction from a parliament with 33 members is being chosen for the position of NA President.'
'The newspaper's Artsakh source conveys that in the case of Ishkhanian, political consensus has been taken into account, as he was the only candidate who received positive feedback from both the current authorities and other political actors in the field, including former presidents. Moreover, aside from this aspect, this step also represents a certain political reassignment, because, in essence, the ruling power is conceding the country's second-highest office to the political opposition. It is very important to consider that according to the Constitution of Artsakh, in the event of a possible resignation of the president or their inability to perform their duties, the NA President becomes the acting president.'
'Additionally, amid the process of the Armenian authorities distancing themselves from Artsakh, the responsibilities of the Artsakh parliament have significantly increased, and, as reported by the newspaper's source, efforts will also be made to activate diaspora structures through Ishkhanian. Sources from Artsakh indicate that Ishkhanian presents a more prominent and recognizable image for both internal and external audiences.'
