Daughter of Vladimir Gasparyan Held a Position in Police Without Attendance but Received Salary

The supervising prosecutor confirmed the accusatory conclusion regarding the daughter of former Police Chief V. G., Y. G., on July 23, 2023, and submitted the materials of the criminal case to the Anti-Corruption Court. This information was reported by the Prosecutor’s Office of Armenia.

It is noteworthy that public criminal prosecution was initiated against Y. G. on November 30, 2022, by the supervising prosecutor under point 1 of part 3 of article 179 of the Criminal Code adopted on April 18, 2003 (aiding and abetting embezzlement).

During the criminal proceedings conducted by the Anti-Corruption Committee, it was established that Y. G., daughter of the former Chief of Police V. G., assisted L. E., who served as the Deputy Chief of Police and Commander of the Police Forces from 2012 to 2018, by providing resources and removing obstacles, allowing L. E. to embezzle particularly large amounts of property entrusted to him from 2015 to 2018 using his official position.

Specifically, V. G., who held the position of Chief of Police from 2011 to 2018, appointed his daughter Y. G. as a senior officer in the operational division of the Police Forces Headquarters with order No. 490-A dated March 7, 2015. Subsequently, Y. G. was appointed as the head of the division conducting work with the personnel of the Police Forces by order No. 225-A from L. E. dated March 16, 2018. Y. G. was awarded the rank of Police Lieutenant Colonel by V. G. with order No. 23-A dated March 16, 2018. Three days later, Y. G. was again appointed as a senior officer in the operational division of the Police Forces Headquarters by L. E.'s order No. 248-A dated March 19, 2018. Based on the report presented by Y. G., she was released from service on May 10, 2018, with the order No. 1388-A of the Police Chief.

After her appointment until the termination of her service, Y. G. did not attend work at all and did not fulfill her official duties.

L. E., being well aware of Y. G.’s failure to fulfill her duties for over three years from March 7, 2015, to May 10, 2018, not only did not take preventive measures but also confirmed every month the financial requests for the Police Forces with his signature and sent payment orders to the Ministry of Finance, including the data of Y. G., who had not shown up for service and had not fulfilled her official duties.

As a result, during the specified period, Y. G. received a total of 8,838,000 drams as salary, bonuses, and vacation payments (Y. G. obtained and cashed the amounts paid to her as salary, bonuses, and vacation payments).
