The Ombudsman of Artsakh, Gegham Stepanyan, does not find Azerbaijan's reaction to the humanitarian shipments sent from Yerevan to the Republic of Artsakh surprising. He is more astonished by the expectations of optimists who anticipated humanitarian gestures from a state committing genocidal actions.

He considers the positive message from these developments to be that, after all this, even for the most peace-loving individuals, Azerbaijan's intentions should become apparent.
