Violators of Flag Requirements to be Fined: Penalties to Increase

Requirements regarding the Armenian flag, one of the symbols of the Republic of Armenia, are set to be tightened. This was announced today, July 11, by Deputy Minister of Justice Armenuhi Harutyunyan.

Harutyunyan emphasized that the flag must be complete, clean, and untarnished. “A general requirement is established, regardless of whether the flag is raised on a state building or placed elsewhere. The main aim of this package is to tighten the requirements for the flag and ensure that any violations of these requirements are punishable in all cases, regardless of whether it is raised on a state building or located elsewhere. Additionally, control over such violations is proposed to be assigned exclusively to the police, enabling them to impose fines without resorting to administrative courts,” stated Deputy Minister Harutyunyan.

According to current regulations, the raised flag of the Republic of Armenia must be complete, untarnished, and clean, while the lower part of the flag must be at least 2.5 meters above the ground. An administrative liability has been established for violations of the flag's requirements, specifically imposing a fine of 30,000 to 50,000 drams.

Regarding flags placed in official offices or other locations, or flags attached to vehicles as prescribed by law, violations of the flag requirements are not subject to administrative liability.

“Emphasizing the value of the flag as a state symbol, the draft proposes to clarify the requirements for the flag. Specifically, the requirement for the flag to be complete, clean, and untarnished is established as a general requirement, regardless of whether the flag is raised on a state building or placed elsewhere,” the deputy minister said.

It should be noted that individuals or legal entities violating the flag requirements will be fined 30,000 to 50,000 drams, while public officials will face fines of 70,000 to 100,000 drams.
