According to the SCP, 'Izmirlian' Medical Center Presented False Data on Operations Conducted by Arman Charcian

The Corruption Prevention Commission (CPC) has forwarded materials related to the violations of incompatibility requirements by Arman Charcian, a member of the National Assembly from the "Armenia" bloc, to the Prosecutor General's Office to initiate criminal proceedings if sufficient grounds are found. This information follows a decision made by Mariam Galstyan, acting head of the CPC, on June 22, which was published on the commission's official website.

The proceedings regarding the alleged violations by MP Arman Charcian were initiated on March 13, 2023. The basis for the commission's inquiry was the fact that after assuming his parliamentary position on August 2, 2021, Charcian continued performing surgeries at the 'Izmirlian' Medical Center and receiving remuneration.

It is worth noting that Arman Charcian served as the executive director of the 'Izmirlian' Medical Center from 2014 to 2021. The commission sent an inquiry to the State Revenue Committee, which, according to their response, confirmed that Charcian had received remuneration under a civil contract from the 'Izmirlian' Medical Center between May and November 2022.

Moreover, the CPC revealed that the official website of the 'Izmirlian' Medical Center published materials regarding the surgeries performed by Arman Charcian. One of these materials was published on March 2, 2023, with the title "The surgery was performed by Professor Arman Charcian," while two others were published on June 8 and October 10, 2022, with similar titles.

The medical center denied that Charcian had been remunerated.

In relation to all these matters, the CPC sent a letter to the 'Izmirlian' Medical Center, requesting data regarding the number, schedule, and nature of the surgeries performed by Arman Charcian from August 2, 2021, to June 8, 2023.

The medical center informed the Corruption Prevention Commission that the 'Izmirlian' Medical Center serves as the clinical base for the Medical University. Arman Charcian has conducted theoretical and practical training for fifth-year students and first to third-year clinical ordinators, participating in some surgeries as head of the University's Department of Orthopedic Traumatology, demonstrating how certain surgical phases should be performed. According to the letter from the 'Izmirlian' Medical Center, Arman Charcian did not engage in any therapeutic activities, did not perform complete surgeries, and did not receive a salary.

According to the medical center, Charcian's participation is recorded in patient medical histories as follows: "The patient was operated on under the scientific and pedagogical supervision of Professor A.G. Charcian."

Regarding the videos published online, the 'Izmirlian' Medical Center stated that they were mistakes from a partner organization, which released incorrect information without fully understanding the situation. Previously, the title "The surgery was performed by Prof. A.G. Charcian" was replaced with the title "The surgery was performed by a professional team under the scientific and educational leadership of Professor Arman Charcian, Scientific Coordinator of the 'Izmirlian' Medical Center LLC."

The commission noted that the name of the operating physician was deleted with a strike-through.

After examining the medical histories, the Corruption Prevention Commission found that in four of these documents, the name of the operating physician was crossed out with a correction pen and replaced with another name, leading the commission to conclude that the name of the operating physician was presented in a modified form.

Considering all this, the commission formed reasonable doubts that the modified data presented by the 'Izmirlian' Medical Center aimed to neutralize potential violations of incompatibility requirements.

The commission concluded that the act in question contained elements of an apparent crime, and according to the law on the Corruption Prevention Commission, when the commission reaches such a conclusion, the administrative procedure is suspended, and the case materials are sent to the Prosecutor General's Office for legal assessment, which the commission has already done in this case.
