Who Wants to Leave: Let Them Leave, We Will Take Actions Against Property
On June 29, the final session of the seventh convocation of the Artsakh National Assembly was convened. The first item on the agenda was a report on the progress and outcomes of the programs carried out during the presidency of Arayik Harutyunyan in 2022, as well as the programs planned for 2023. President Arayik Harutyunyan responded to numerous questions from deputies concerning both the report and the current situation in the country, Azerbaijan's provocations, and the negotiation process.

President Harutyunyan stated that strict decisions should be made regarding officials whose families are abroad, and that there are already orders directed to the National Security Service (NSS). He said, "There is justified and unjustified absence. We should not be limited to this; I have instructed the presidential administration, and we will present a serious package of decisions. Those who have left the country, rented out their properties, and are earning income... decisions need to be made regarding all of them. I cannot say what we will do, but on one hand, we must respect our Constitution, which we honor and uphold, but I am in favor of a very strict attitude towards such individuals—depriving them of their sources of income, this is what I publicly declare. Up to the point where, if specialists allow it, we will nationalize the properties. We need to go down that path, or people can voluntarily allocate their apartments; let it remain private property."
Continuing on the topic, the president noted that during his receptions, the most frequent requests he receives pertain to housing issues, which proves that people do not want to emigrate from Artsakh: "First of all, to those who want to leave: let them leave; let the consequences be on them. If they want to leave, don’t incite panic; the people want to live here, create here, and we must provide that opportunity for everyone."
