In What Case the EU Can Include 'Wagner' in the 'Terrorist List': Source

The European Union cannot independently initiate the inclusion of the 'Wagner' group in the EU's 'terrorist list,' as a preliminary decision from one of the member states is required.

This was reported by RIA Novosti, citing a source in Brussels. The presidents of the parliaments of Estonia, Latvia, and Lithuania had previously urged the EU to include the ‘Wagner’ armed formation in the list of individuals, organizations, and units associated with terrorist activities.

“According to EU legislation, the prerequisite for an organization to be listed among terrorist organizations in the EU is a decision of a competent body at the state level, for example, a court decision or an administrative body’s prohibition decision (from one of the EU member states). This means that the EU cannot act on its own without such a state decision,” the source stated.

He also emphasized that the inclusion of 'Wagner' in the EU's terrorist organizations list is only possible if the organization's actions fall under the definition of 'terrorist' according to EU legislation.
