Vagrants Roam in the Center of Yerevan: Who is Responsible? - Media

Residents of Yerevan are reporting that vagrants have returned to the Central Administrative District. In the evening hours, vagrants can be seen everywhere, from the fountains at Republic Square to the adjacent streets and along Isahakyan Street.

To understand who is responsible for the issue, Sputnik Armenia contacted the Yerevan city hall and the Ministry of Health of Armenia, but the press services of these agencies stated that it is not a problem they can resolve.

As a similar problem had occurred in 2019, Sputnik Armenia reached out to former head of the Central Administrative District, Viktor Mnatsakanian, to find out how the issue was resolved previously.

“Considering the importance of Republic Square, this issue needs to be resolved urgently. The problem falls under the jurisdiction of the municipal administration of the Central Administrative District,” said Mnatsakanian.

According to him, they used to ask organizations that conducted deratization (rat control) and desinsection (insect control), which had won tenders from the Yerevan city hall, to also address these areas in addition to the entrances, rooftops, and basements of the buildings in Yerevan.

“It’s a matter that can be resolved in half an hour with just two phone calls. Such a situation should not exist in Yerevan's most responsible and important public space. How many drams is that beautiful lighting worth if there are vagrants in front of the citizens and tourists?” Mnatsakanian added.
