It’s Not the Platform That Matters, But the Agreement: Grigoryan on Unblocking

In the Moscow meeting of the Deputy Prime Ministers of Armenia, Azerbaijan, and Russia, the issue of international operators was not discussed. This was stated by Armenian Deputy Prime Minister Mher Grigoryan in an interview with Sputnik Armenia while commenting on the results of the trilateral meeting of the regional communication unblocking commission.

He noted that the matter is still in the discussion phase and it would be appropriate not to disclose details at this stage. The Deputy Prime Minister added that at this stage, all questions relate to customs and border control functions.

“I want to be assured that all parties are interested in a prompt resolution of the unblocking issues,” said the Deputy Prime Minister, responding to the question of whether there is a risk that Azerbaijan is merely creating an illusion of interest in resolving the issue.

The Deputy Prime Minister also spoke about whether there is a difference regarding which platform the discussions on unblocking would take place—conditionally Russian or Western. “What matters is the content of the agreement, that it is functional and operational,” emphasized the Deputy Prime Minister.

Addressing the question of whether there are still risks for the Armenian side regarding the unblocking of roads, Grigoryan stressed that there are red lines that have been repeatedly announced: the roads passing through the territory of Armenia must operate under the jurisdiction of the Republic of Armenia.

The Deputy Prime Minister also pointed out that the issue of unblocking is not directly related to the signing of a peace treaty. “This is an independent issue—unblocking economic and transport links,” he said.
