Call for Azerbaijan to Protect the Rights and Security of Artsakh's Armenian Population - OSCE

The OSCE has released a statement regarding the visit of Azerbaijan's Foreign Minister Jeyhun Bayramov.

In the statement, it is specifically noted: “We call on Azerbaijan to develop a positive agenda that will protect the rights and security of the Armenian population in Nagorno-Karabakh. The current situation is concerning and has a negative humanitarian impact, as the ethnic Armenian population has repeatedly faced disruptions in essential energy and communication services. Frequent violations of the ceasefire also raise serious concerns about their well-being. If this situation persists, we urge Baku to take concrete steps to lift restrictions on the ethnic Armenian population by ensuring stable energy supply and allowing for the maintenance of the electrical grid.

Moreover, we call on all parties to refrain from hostile rhetoric and instead promote a discourse that builds trust and creates a conducive environment for peaceful negotiations. Further confidence-building measures must also be undertaken, particularly concerning the release of prisoners. The EU will continue to support demining operations, emphasizing the importance of cooperation between the parties to identify areas affected by mines.”
