Roads in Tsaghkadzor are devastated, lawsuits with the tender-winning company underway
Drivers in the city of Tsaghkadzor, Kotayk Province, are losing their patience over the deplorable condition of the roads. After a year of asphalt work, there is no sign of either its beginning or end. This issue was reported by the newspaper "Hraparak."
"Drivers are trying to find at least one decent street to drive their car, but there is none. Tourists visiting the city are also affected by this situation. Walking around the city has become impossible. City transport often takes alternative routes, causing inconvenience for residents who have to run from stop to stop. Hotel managers are also complaining, as taxis are unable to take tourists to their hotels even for double the fare. In short, in Tsaghkadzor, the dog doesn’t recognize its owner. The mayor of Tsaghkadzor has not clarified when the roadworks will be completed," the report states.
Mayor Narek Harutyunyan stated in an interview with the media, "They are working on it. We are not the ones to finish it, contact the Ministry of Territorial Administration; these roads are not ours, we are not the contractors, we did not announce the competition, these roads are not communal. Mher Mkrtchyan, Charents, Kecharatsi, Olympiakan, and Saralanji streets are interstate roads. They have just started doing the asphalting at the sports base."
When asked why the asphalting work is delayed, Harutyunyan responded, "It's not about working slowly; there was a competition last year to asphalt the roads. There were issues with the company that won the tender, and they resolved the contract. They have announced the second competition; the weather has cleared up, and now the work is underway."
The organization that won the tender for the asphalting of community roads, the Russian company "Glavdorstroy," which according to the Tsaghkadzor mayor, has refused the program and has applied to the ministry to terminate the contract, is a company registered in Moscow. It has been participating in the competitions of the Ministry of Territorial Administration for a year, winning them, but after some time, the ministry has terminated the contracts with this company, negatively impacting the communities. Last year, the company filed a lawsuit to contest the ministry's decision to terminate one of its contracts.
The court rejected the company's claim a month ago, leaving the ministry's decision unchanged. Since the beginning of this year, the company has been included in the blacklist of builders and has been banned from participating in competitions for two years."
Mher Simonian, the representative of "Glavdorstroy," told us that the company has participated in competitions organized by the Committee of Urban Development and the Ministry of Territorial Administration, winning most of the bids, but for various reasons has been removed from the competitions.
