Today the Constitutional Amendments Initiated by Araik Harutyunyan Will Be Discussed
‘Zhoghovurd’ newspaper reports: Today, the National Assembly of Artsakh will discuss the draft constitutional reforms initiated by Araik Harutyunyan in a plenary session. According to the proposed amendments, in emergency situations, for example, if the president unexpectedly resigns, passes away, or is unable to perform their duties for any reason, the authority to elect a new president will be granted to the parliament. It is important to note that this does not apply to the regular presidential elections; in this case, the president will be elected by the people according to the constitutional provisions.
The legal commission of the Artsakh National Assembly gave a positive conclusion to the draft yesterday. Thus, the draft of constitutional reforms will be discussed for the second time today, but there will be no voting. During the discussion, the deputies will present their proposals related to the draft, after which it will go to the Supreme Court. The court will provide its conclusion regarding the draft within a period ranging from 10 days to 6 months, after which it will return to the parliament for voting.
It should be noted that the draft constitutional amendments can be adopted by a 2/3 majority of the deputies (22 deputies).
