Without Constitutional Amendments, the Country May End Up in a Disastrous Situation: Babayan

Constitutional amendments in Artsakh are absolutely necessary; without such changes, the country may find itself in a disastrous state. This was stated by David Babayan, the advisor to the President of the Republic of Artsakh, on his Facebook page.

He also noted, “We need to separate the institution of the presidency from parliament, which has effectively turned into ‘Siamese twins’ after the constitutional reforms of 2017. However, the timing of these reforms is very important. Hastiness and emotionality are very dangerous. We need a responsible, comprehensive, and wise approach.”
