Text of the 3rd Petition by the RA Prosecutor General in Ohanyan's Case Published
The National Assembly of the Republic of Armenia today discussed the third petition of RA Prosecutor General Anna Vardapetyan regarding the consent to initiate criminal proceedings against Seyran Mushegh Ohanyan, the head of the "Hayastan" faction in the parliament and former Minister of Defense of the Republic of Armenia.
Seyran Mushegh Ohanyan, who served as the Minister of Defense from April 14, 2008, to September 9, 2016, is accused of abusing his official position for group interests, failing to fulfill his official duties, which has resulted in serious consequences. Specifically, he allegedly signed a contract with "Nights Bridge Communications LLC" that was unprofitable for the state but provided clear advantages to members of a criminal group. This action deprived the state of the opportunity to take effective measures to restore contractual obligations in case of violations.
Furthermore, on December 11, 2015, Seyran Ohanyan, through an authorized person, Pavel Shadyan, agreed to transfer a piece of immovable property in Yerevan to Vahe Yakubyan's ownership at a significantly undervalued price, ultimately stripping the Ministry of Defense of its rights to retrieve the state property.
Numerous illegal actions and failures to perform official duties allegedly allowed Ohanyan and members of a criminal group to benefit financially at the expense of the state, leading to the initiation of multiple criminal investigations and proceedings.
As a result, the prosecutor has gathered enough evidence to request the National Assembly's permission to undertake public legal action against Ohanyan based on several articles of the RA Criminal Code.
