Newly Appointed Director of Rescue Service Fails to Declare Business Shares

On December 16, 2022, the National Assembly adopted a package of draft laws amending the Law on the Structure and Activities of the Government, which resulted in the creation of the Ministry of Internal Affairs (MIA), encompassing the police, the rescue service, and the Immigration and Citizenship Service. The representatives of the newly established ministry are not new faces, having held senior positions in law enforcement agencies or other departments, and they have submitted property and income declarations as public officials.

Today we will present what Kamo Tsutsulyan, the newly appointed Director of the Rescue Service, has declared. Prior to this position, he was the deputy police chief.

According to a decision by the Prime Minister on January 9, 2023, Kamo Tsutsulyan was appointed as the Director of the Rescue Service and Deputy Minister of Internal Affairs. As the deputy police chief, Tsutsulyan submitted a property and income declaration, with the most recent being the annual declaration for 2021.

Resident of Ijevan, Kamo Tsutsulyan declared six immovable properties in the Tavush region: a jointly owned apartment in the Ijevan community, which he inherited in 2013; a residential house in Achajur village, also inherited, received in 2014; two land plots, one in Ijevan and another in Gndzakar village, which he purchased in 2014 and 2019, respectively. The Ijevan land plot was no longer available by the end of 2021, as Tsutsulyan donated it to his wife.

He also declared a public-use building in Gndzakar village, purchased in 2019, and another public-use building in Ijevan, inherited in 2017.

In 2021, Director Kamo Tsutsulyan declared 14 million AMD and 27 thousand USD in cash, as well as a salary of 8.4 million AMD. Tsutsulyan did not declare vehicles, securities, bank deposits, or valuable property exceeding four million AMD.
