Details about the Testimony of the Head of Pashinyan's Motorcade in the Case of Sona Mnatsakanyan's Hit-and-Run

The newspaper 'Joghourt' reports that they have obtained the testimony of Arthur Sahakyan, the head of the motorcade transporting Prime Minister Nikol Pashinyan, in the criminal case concerning the hit-and-run of Sona Mnatsakanyan. The testimony is quite revealing. When the investigator asked Sahakyan what the basis was for stating that his responsibility for speed maintenance extends to the safety of the motorcade's vehicles and the individuals within them, he replied: “Those justifications are part of our operational service duties and the legal acts regulating them. The very nature of such escorts is to ensure the safety of the motorcade's vehicles and the individuals within.”

In other words, the speed of the motorcade is determined based on the Prime Minister's safety. However, the investigation has not yet clarified what danger existed at the intersection of Leo and Paronyan Streets that required rapid navigation, including the tragic consequence of killing a pregnant woman. The entire testimony leaves the impression that the priority was to get the Prime Minister to his destination quickly, regardless of who might end up under the vehicle.

Now, regarding the important issue: what legal act is being referred to? It is interesting why the investigative officer A. Adamyan, who is handling the case, does not inquire about which specific legal act permits speeding while trampling over people. Notably, such a legal act does not exist, and this has been vocally pointed out by the defense attorney Raffi Aslanyan in Mnatsakanyan's case for quite some time.
