Former Head of Gasparyan's Security Detained Again

The former head of the police Vladimir Gasparyan's security detail, Arshak Hakobyan, also known as Vova Arshak, was detained again on December 23. This was confirmed in response to an inquiry by 'Hraparak' from the Prosecutor General's Office. Hakobyan was detained based on a decision from the Supreme Court, which overturned previous court rulings.

It should be recalled that the first-instance court had set a record bail of 562 million drams for Hakobyan and released him, which is an unprecedented amount. The prosecution subsequently filed an appeal to the appellate court, which partially satisfied it, but Hakobyan was not detained.

Hakobyan's defense lawyer, Tigran Atanesyan, also disagreed with the bail amount set by the first-instance court, stating that they would contest the amount in the Appellate Court, suggesting a bail amount of 50 million drams. Ultimately, the Supreme Court overturned those decisions and detained Hakobyan again a few days ago.

According to the charges, it is noted that as of July 1, 2017, while serving as the head of the relevant department of the police and being a declarant official, Arshak Hakobyan deliberately concealed data subject to declaration in the declarations submitted to the Commission on Ethics of High-Ranking Officials, which resulted in the non-declaration of properties in significant amounts and allegedly legalized particularly large amounts of property obtained through criminal means totaling 22,007,259 AMD.
