Video: What Armenia Proposed in the Peace Agreement Text, National Security Secretary Elaborates

“It is possible to sign a peace agreement by the end of the year if Azerbaijan responds positively to Armenia's proposals. This depends on Azerbaijan,” stated Armenian National Security Secretary Armen Grigoryan today, responding to questions about the proposals sent from Armenia to Azerbaijan and the potential signing of a peace agreement by the end of the year.

According to Grigoryan, Armenia continues to strive for the establishment of peace in the region, having made its own efforts in this regard. “The current crisis once again demonstrates Azerbaijan's destructive role. When peace negotiations are underway, Azerbaijan closes the Lachin corridor,” he said.

The National Security Secretary assured that the Lachin corridor is not closed by environmentalists, but by the Azerbaijani authorities, and the situation remains critical. When asked about the value of a peace agreement when Azerbaijan continues to violate agreements, Grigoryan noted that, considering this circumstance, they have proposed the establishment of a guarantor institute in the text of the peace agreement.

“An institution of guarantors should be created by an international organization or states, which can ensure the implementation of that agreement,” said Grigoryan, adding that there was also a proposal to create a mechanism for appealing to an international court in the event of an insurmountable crisis.
