Why France Refused to Extradite Surik Khachatryan

The Prosecutor General's Office details why France has rejected the extradition of Surik Khachatryan, the former governor of Syunik. According to the office's statement, the extradition was denied based on the reservations made by France regarding the "European Convention on Extradition" adopted in 1957. Under this provision, extradition can be declined if it could result in extremely adverse consequences for the requested individual, particularly related to age or health issues.

It is worth noting that the Prosecutor's Office had previously reported that France had denied Armenia's request to extradite the former governor of Syunik. The French Ministry of Europe and Foreign Affairs responded through Armenia's foreign ministry that the judicial authorities had expressed a negative opinion on the extradition request concerning Khachatryan five months earlier.
