This Declaration Does Not Recognize Nagorno-Karabakh as Part of Azerbaijan, Babayan Says
The Acting Minister of Foreign Affairs of the Republic of Artsakh, David Babayan, wrote on his Facebook page:
“Much in international law depends on the correct interpretation of documents. Take, for example, the 1991 Alma-Ata Declaration, which is now actively being discussed. Does it contain a mention of internationally recognized borders or the former USSR borders? It only states to 'recognize and respect each other's territorial integrity and the inviolability of existing borders.' Thus, this declaration does not recognize Nagorno-Karabakh as part of Azerbaijan in any way. But again, the key here is the interpretation, and that too - properly.
