Criminal Proceedings Initiated Against Vladimir Gasparyan's Daughter

During the course of the criminal proceedings conducted by the Anti-Corruption Committee, factual data has been obtained revealing that Y.G., the daughter of former Police Chief V.G., facilitated L.E., who served as the Deputy Chief of Police and Commander of Police Forces from 2012 to 2018, by providing means and removing obstacles. L.E. misappropriated significant amounts of property through embezzlement while using his official position from 2015 to 2018.

Specifically, during the period from 2011 to 2018, V.G. held the position of Police Chief, and by order No. 490-A dated March 7, 2015, appointed his daughter, Y.G., to the position of Senior Officer at the Operational Division of the Police Forces Headquarters. Subsequently, by order No. 225-A dated March 16, 2018, L.E. appointed Y.G. to the position of Head of the Personnel Department of the Police Forces. Furthermore, on March 16, 2018, by order No. 23-A, V.G. granted Y.G. the rank of Police Lieutenant Colonel. Three days later, by order No. 248-A issued by L.E., Y.G. was again appointed as Senior Officer at the Operational Division. Subsequently, on May 10, 2018, based on a report submitted by Y.G., an order No. 1388-A was issued terminating her service in the Police.

After her appointment to the mentioned position until her dismissal, Y.G. failed to show up for duty and did not fulfill her official responsibilities. L.E., well aware of Y.G.'s failure to perform duties for over three years—from March 7, 2015, to May 10, 2018—did not take preventive measures. Instead, he, with a unified intent and using his official position, approved monthly financing requests of the Police Forces and payment orders submitted to the Ministry of Finance during this period, which included data of Y.G., who was absent without valid reasons and did not perform her duties.

As a result, during this time, Y.G. was paid a total of 8,838,000 AMD in salaries, bonuses, and vacation payments, despite not attending work and fulfilling her duties. Thus, during her tenure, Y.G. assisted L.E. in embezzling a substantial amount from state resources totaling 8,838,000 AMD, by providing means and removing obstacles.

On November 30, 2022, the supervisory prosecutor decided to initiate public criminal proceedings against Y.G. under Article 38-179, Part 3, Point 1 of the Criminal Code effective at the time of the act, and the case has been forwarded to the Anti-Corruption Committee for indictment and the selection of deterrent measures.
