Ministry of Internal Affairs to Include 3 Major Services, Government Approves Project

The Acting Minister of Justice Grigor Minasyan presented a draft law during a government meeting proposing the establishment of a Ministry of Internal Affairs. According to the draft, the creation of the new ministry will also ensure both parliamentary and civic oversight in the police sector, making it responsible for implementing reforms in the area.

"The Ministry of Internal Affairs will include 3 major services: the police, the emergency services, and the migration and citizenship service. The ministry will focus on 5 main functional areas: maintaining public order, crime prevention and detection, disaster risk management, migration and citizenship, management of state reserves, and humanitarian issues," Minasyan stated.

According to Minasyan, the development phase of the new ministry's establishment package involved a thorough professional examination of the functions of all services and bodies included in it. "Service leaders will be appointed by the Prime Minister, while deputies will be appointed and dismissed by the Prime Minister based on the recommendation of the Minister of Internal Affairs," he added.

Addressing the subject, Prime Minister Nikol Pashinyan noted that the aim of the project is to create a new quality of police and rescue services. "According to our regulations, the head of the police will be a deputy minister of internal affairs and a member of the security council. We will reorganize the police forces as a police guard, which will have more extensive functions regarding security compared to the current police forces," Pashinyan stated.
