Under the initiative of the State Minister of the Republic of Artsakh, Ruben Vardanyan, a two-day professional development program for high-level leaders of the state administration bodies of the Republic of Artsakh has started in Stepanakert on November 18. According to the Artsakh State Minister's office, participants will have the opportunity to listen to international and local experts in the field of public administration and engage in discussions on effective governance challenges. The program is being implemented by the 'Matenadaran' International School.
“We are combining the world’s best practices with local specifics. This gives us the opportunity to remain connected while also using already successfully applied methods to find more effective mechanisms for solving complex problems. The same approach lies at the heart of this program,” noted Ruben Hayrapetyan, co-founder and director of 'Matenadaran'.
In his welcoming remarks, Artsakh President Araik Harutyunyan emphasized the importance of such professional programs. “The high efficiency of internal life and resource management significantly increases the strategic resilience level of any state and its people. Through this, it becomes possible to minimize the effects of external threats and maximize the likelihood of benefiting from environmental opportunities. Therefore, in these prolonged crisis and uncertain conditions, our primary task should be to enhance the management efficiency of all state systems through short-term and long-term programs across all areas of our life,” said Araik Harutyunyan.
State Minister Ruben Vardanyan, welcoming the participants of the program, mentioned that such programs will continue and participants' suggestions will also be taken into account to ensure they are truly useful and effective for them. “I believe this is also a great opportunity for the exchange of experience and knowledge,” he noted.
Ruben Vardanyan delivered a speech on the topic of “Consolidation of Resources of the Armenian Nation as a Driving Force for the Development of Artsakh,” presenting his views and ideas on the development of Artsakh: “We must speak openly about where we are and the direction we must move. Discussing problems is not criticism but rather a desire to move forward in finding correct diagnoses and solutions. The problems existing in the financial, political, and management sectors simply do not allow us to continue as before; they demand more effective approaches from us. We must be able to do that, as we have one path: to stay, live, create in Artsakh, and believe in our success,” stated the State Minister.
