Araik Harutyunyan and Pashinyan to Meet Today: 'Hraparak'
According to the 'Hraparak' newspaper, 'President of Artsakh Araik Harutyunyan's delegation arrived in Yerevan on Monday, but the authorities of Armenia have, for various reasons, yet to host their Artsakh counterparts. It should be noted that on Sunday evening, after the Prague meeting and the agreements reached by Nikol Pashinyan, a wave of protests erupted in Artsakh. Harutyunyan's spokeswoman Lusine Avanesyan stated to Artsakhpress that a working delegation led by President Araik Harutyunyan is heading to Yerevan to discuss the situation surrounding Artsakh and Armenia with the Armenian authorities.'
'The main purpose of the visit is to discuss the quadrilateral statement from Prague dated October 6, 2022, under which Armenia and Azerbaijan reaffirmed their commitment to the UN Charter and the 1991 Alma-Ata declaration, recognizing each other's territorial integrity and sovereignty. The Artsakh delegation includes the President of the National Assembly of Artsakh Arthur Tovmasyan, Foreign Minister Davit Babayan, Chairman of the NA Foreign Relations Committee Vahram Balayan, and presidential advisor Masis Mayilyan,' Avanesyan detailed.
We learned that by 18:00 yesterday, there was still no information on any scheduled meeting, and we were receiving information from government circles that Nikol Pashinyan was delaying the meeting. The foreign minister had not yet accepted, and the NA speaker was out of the country, currently on an official visit in Moscow.
It is noteworthy that the day before, a Security Council meeting occurred chaired by Pashinyan; we wrote that Pashinyan could have waited a day for the Artsakh guests to participate in that meeting, traditionally discussing the latest Prague agreements. However, it seems that he is attempting to appease Aliyev by trying to wash his hands off Artsakh and recognizing Azerbaijan's territorial integrity, effectively acknowledging Artsakh as part of Azerbaijan.
Yesterday, we were unable to establish contact with any members of the visiting Artsakh delegation; even the spokesman and advisor of the President of Artsakh did not answer their phones. In the evening, we reached out to Arthur Mosiayan, the head of the ARF parliamentary group, to ask if he was aware of his party member Vahram Balayan's meetings. The deputy said that according to the information from two hours prior, Mr. Balayan had not yet met with anyone: 'If he had, he would have told me; I do not know what the reason is, but he said they had communicated who he was to meet, at this moment he is not in the republic.' The deputy did not provide further details. This likely refers to the NA speaker, who was not in Armenia, and Nikol Pashinyan did not participate in any meetings or events yesterday, according to the official site. His last engagement was the day before when he met with Isabelle Dumont, representative of the French presidency of the Council of the EU, and Brice Roquefeuille, co-chair of the OSCE Minsk Group from France. The situation was the same on the foreign ministry's website. Late in the evening, we learned that the meeting between Araik Harutyunyan and Nikol Pashinyan is set to take place today; that decision was made yesterday.'
