Kadyrov Announces Cancellation of Mobilization in Chechnya and Explains Reason
Ramzan Kadyrov has announced that the partial mobilization will not apply to Chechnya, as the region has "exceeded the draft plan by 254 percent." The head of Chechnya did not clarify the basis for this figure, but stated that such results have been achieved because "they have initially been working, demonstrating patriotism and love for the state."
Kadyrov promised that residents of the area would receive no notifications, but added that if Chechens consider themselves men and Muslims, then "everyone's blood must be boiling with the desire to confront such evil."
“I call on the people of Chechnya, particularly our beloved and respected mothers, to remain calm,” he emphasized.
It is noteworthy that just earlier, Ramzan Kadyrov had urged regions to "self-mobilize" and send additional volunteer units to the front lines. On September 21, Vladimir Putin signed a decree declaring a "partial mobilization in the Russian Federation." According to the document, only reservists who have previously served in the armed forces and have the relevant experience are subject to conscription.
The Ministry of Defense of the Russian Federation has clarified the categories of citizens who are exempt from partial mobilization.
