Why Russia is Slowing Down Its Offensive Pace in Ukraine: Shoigu Explains

During the special military operation in Ukraine, the slowdown in the pace of attacks is a conscious decision aimed at minimizing civilian casualties. This was announced on Wednesday by Russian Defense Minister Sergey Shoigu at a meeting of defense ministers of the CSTO member countries.

According to him, during the special military operation, Russian soldiers strictly adhere to the norms of humanitarian law. Strikes are carried out with precision weaponry targeting the military infrastructure of the Ukrainian armed forces, including airports, command posts, fortified areas, and military-industrial complex facilities and warehouses.

At the same time, Shoigu claims that everything is being done to avoid casualties among the civilian population. “Of course, this slows down the pace of the attack, but we are doing it consciously,” Shoigu stated. He added that the special military operation in Ukraine is proceeding according to plan, and all tasks will be completed, as necessitated by real threats directed at Donbas residents from Kyiv, as well as threats to Russia itself.
