Hayk Khanumyan Issues a Statement

The Minister of Territorial Administration and Infrastructure of Artsakh, Hayk Khanumyan, stated on his Facebook page: "As misinformation and directed information attacks have escalated, I will publish some facts.

  • - In mid-August, the electricity in Agavnoy was disconnected from the Berdzor substation, and Agavnoy and Berdzor began receiving electricity from the line coming from Stepanakert. Days later, a fire broke out and burned the electricity poles, destroying the newly installed line.
  • - The oil from transformers in Berdzor was stolen.
  • - The fire that broke out in Berdzor posed serious threats to the high-voltage power line coming from Armenia to Artsakh.
  • - In the Agavnoy area, optical fiber cable was stolen, causing Artsakh to be without internet for some time.
  • - Communication towers were stolen and destroyed by scrap metal thieves.

We and other state bodies have also called for not burning houses, not destroying, and not looting infrastructure. State structures have more information and consider more circumstances when making decisions compared to Facebook activists. If decisions have been made in this manner, they must be implemented. Unfortunately, informational terror has significantly weakened the capacity of state structures to respond to challenges (this is a shortcoming of our management system).

As a result, it seems that some draft 'activist' can sit in a taxi, come to Agavnoy or Berdzor, provoke a fire or create a fire-related situation, leave, and consider themselves more patriotic than employees of state structures who think and act for the uninterrupted functioning of infrastructure, live in Artsakh with their families, participated in the war, and deal with security issues daily.

The inability to analyze facts and circumstances has turned our social media users, whether intentionally or inadvertently, into soldiers of the information war waged against Artsakh's state structures. In our era, where information is diverse, misinformation and manipulations play a major role, and authorities cease to exist. Even individuals who solve vital issues day and night can be eliminated as a result of information attacks. In such a situation, the only solution is to strengthen the capabilities of state structures and reinforce their position. The war against these structures, which we are witnessing today, is a war against the force with the greatest organizational potential in Artsakh (state structures)."
