100 Thousand Dram Fine for Wearing Military Uniform by Non-Servicemen

The Ministry of Defense of Armenia proposes to establish administrative liability for wearing military uniforms by individuals not serving in the military.

According to the "Joghourt" newspaper, an amendment will be made to the Administrative Offenses Code stipulating that a fine of 100 thousand drams will be imposed on individuals who wear military uniforms designated for servicemen while not actually serving in the military and who do not have the right to wear such uniforms. Notably, if this offense is repeated or occurs again within one year after an administrative penalty has been imposed, a fine of 200 thousand drams will apply.

Thus, the law may be adopted, but who will monitor its enforcement? For instance, who has the moral right to fine a soldier seen in military attire in the street if that person lives in a village that is partially occupied by Azerbaijanis?
