Illegal Car Wash and New Businesses of Dilijan's KP Leader's Family: Voskanyan Sargsyan

On February 26, 2021, Prime Minister Nikol Pashinyan appointed Davit Sargsyan, a graduate of the Dilijan College, who had marked his sex as “male” in his personal file, as the acting mayor of the large Dilijan community. In the past year and 5 months, Davit Sargsyan's family has expanded the number of their businesses—opening a two-story building materials store on Student Street in Dilijan and a cafe near the school in the village of Haghartsin, among others. Details on those will be addressed soon, but for now, I will discuss the car wash owned by Davit Sargsyan's family, which I wrote about back in February 2021 when Sargsyan was a member of the Dilijan community council.
Illegally and without a construction permit, a car wash has been built on the state highway that bypasses the southern edge of Haghartsin village, which is currently inactive due to a landslide. The aforementioned car wash is constructed dangerously close, about 4-5 meters away, from the Armenia-Georgia state highway. Davit Sargsyan stated that the car wash is registered under the name of his brother, Sasun Sargsyan, as an individual entrepreneur, and he is a shareholder. The mayor of Dilijan, Armen Santrosyan, stated in his letter from August 2019 that the illegally constructed car wash should be demolished at the first demand. Previously, the Dilijan municipality imposed a fine of 200,000 drams due to the illegal construction of the car wash.
