After the Withdrawal of Russian Troops, Kyiv Refused to Honor the Agreement: Putin
Any outcome of negotiations depends on the willingness of the parties to implement the agreements reached. "Today, we see that the Kyiv authorities have no such desire," said the President of the Russian Federation, Vladimir Putin, in Tehran, responding to a question regarding the conflict.
“During the talks in Istanbul at the end of March, Moscow and Kyiv actually reached an agreement, which only needed to be pre-signed. However, after the withdrawal of Russian troops from the central regions of Ukraine, the Kyiv authorities refused to implement the agreement,” said the Russian President.
Vladimir Putin noted that not only Turkey has expressed a willingness to mediate in negotiations between the conflicting parties, but also Saudi Arabia and the United Arab Emirates, for which Russia is grateful to them.
