Andranik Kocharyan on the Importance of Establishing the Ministry of Internal Affairs
In Armenia, the state aims to make the transition to service through the establishment of the Ministry of Internal Affairs and numerous other changes more attractive. Additionally, the internal security environment of the state will become more manageable, said Andranik Kocharyan, head of the National Assembly’s Standing Committee on Defense and Security, during parliamentary hearings on the topic of "The Creation of the Ministry of Internal Affairs and the Importance of Civil Oversight."
"In the section of the government program for the years 2021-2026 related to security sector reforms, police reform holds a special place, emphasizing the priority of establishing the Ministry of Internal Affairs. Within the framework of these reforms, we have been able to create a patrolling service that carries out duties in the capital and already in certain regions, the scope of which is gradually expanding to different settlements across the republic. With its high professionalism, it will become competitive and will continuously expand its professional capabilities," Kocharyan noted.
According to him, through the establishment of the Ministry of Internal Affairs, the state will simultaneously solve several important issues: the clear functions of the Ministry will be defined, and a new system of personnel training will be introduced. The Ministry of Internal Affairs will become a body that formulates sectoral domestic policy.
"By creating the Ministry of Internal Affairs, we will not only make the structure more manageable, but we will also contribute to its transparent operation and increase accountability. These and many other changes will lead to making the transition to service in the system more attractive on one hand, while on the other, making our state’s internal security environment more manageable," Kocharyan said.
