Why Employees of Gyumri’s Registry Agency Have Not Been Paid for 6 Months: Ministry Clarifies
The Ministry of Justice of Armenia has clarified the situation regarding the employees of the Gyumri Territorial Center of the Civil Status Acts Registration Agency who have not received their salaries for approximately six months. The clarification states the following:
In response to the information appearing in the media regarding the Gyumri Registry Agency, we inform you that according to the decision No. 1531-N of the Government of Armenia dated September 16, 2021, a list of service centers responsible for the registration of civil status acts has been established, along with their locations and staffing units (77 units, including 11 specialists for high-altitude areas). It is specified that the decision did not set a staffing unit for those engaged in the registration of civil status acts in Gyumri.
At the same time, according to the decision No. 151-N of the Government of Armenia dated February 10, 2022, the normative requirements for implementing the delegated powers of community leaders concerning the organization of the civil status acts registration service within the framework of the state budget provisions for 2022 have been established.
Based on the normative standards set by the aforementioned decisions, the funds for carrying out civil status act registration functions are transferred by the Ministry of Justice to local self-government bodies. According to the aforementioned decision, no transfers have been made to ensure payment for the employees of the Unified Public Services Office in Gyumri.
Moreover, we inform you that starting from June 1, 2022, four employees of the Unified Public Services Office in Gyumri have been engaged as experts in the Agency for Civil Status Acts Registration of the Ministry of Justice, and their remuneration is being provided in accordance with the law.
