The former head of the Judicial Acts Compulsory Enforcement Service, Mihran Poghosyan, is linked to Ara Hakobyan, who acquired a manufacturing facility worth 1 billion drams at the DAP auction for just 5 million drams. This transaction occurred during Mihran Poghosyan's tenure. An electronic auction organized by the DAP service consisted of 70 repeated auctions, with two participants clearly connected to Mihran Poghosyan.

The investigative report by Hetq has uncovered the entire chain regarding the alienation of the property, the actors involved, and the actual buyer, as well as suspicious transactions carried out during the compulsory auction. Under the supervision of former head Mihran Poghosyan, the property located in Yerevan and valued at 1 billion drams was sold for only 5 million drams. The buyer of the 4.5-hectare land where the flour production facility is situated is Ara Hakobyan, who is connected to Mihran Poghosyan.

In the 70 auctions organized by DAP, the price of the valuable property was reduced by 200 times and sold through numerous suspicious transactions.
