Finally, the Right Appointment: Hakob Jagharyan on the New Head of the Civil Aviation Committee

Hakob Jagharyan, former advisor to Prime Minister Nikol Pashinyan on aviation issues, deems the appointment of Mihran Khachatryan as head of the Civil Aviation Committee (CAC) to be correct. He made this assessment on his Facebook page, providing several remarks.

“Finally, the right appointment. Mihran Khachatryan has been appointed as the head of the Republic of Armenia’s Civil Aviation Committee. I have known Mihran Khachatryan for a long time, since 1983. He has always been a competent professional and a demanding leader, not only in aviation matters but also in administrative positions, even more so.”

“I assure you that he is fully mastered in the regulatory aspects of civil aviation and can tackle the situation created due to his predecessor's 'achievements.' I also consider it my duty to inform that any sector, especially a multifaceted one like civil aviation, is not a theater for a single actor. Even one soul, putting in their maximum effort, cannot single-handedly rectify this situation.”

“Therefore, I will point out two very important phenomena: 1. He must have absolute freedom in his actions, and there should be no obstacles from any side. 2. I know Mr. Khachatryan is devoted to aviation and is even prepared to work tirelessly without a salary. However, it is impossible to work without a team. Creating and retaining a team of young, promising specialists, especially in public service positions, is not feasible. For this reason, a system of incentives must fall under his jurisdiction.”

“I assure you that only good work will be rewarded, and not everyone and according to a schedule. Lastly, I call upon and urge all aviators to rally around Miran Miranich. Just as you united then, let us try with our work to avoid ending up on the 'black list' as a result of the audit scheduled for February 2020. At that time, they purposefully did not allow us to do so. Now, in order to operate what they have created, Armenia must free itself from limitations.”
