While Everyone is Occupied with Protests, Ruling Party Members are Passing Laws: "Jamanak"
“Jamanak” newspaper reports, “While opposition forces have initiated their campaign outside demanding the ouster of Nikol Pashinyan’s government, the same government continues to pass important laws in parliament that, due to recent events, remain out of the public's attention.
On that note, yesterday the National Assembly adopted in the second reading and in full the package of draft laws authored by My Step parliamentary group members Vahe Ghahramanyan and Vahagn Hovakimyan regarding amendments to the law on 'Local Self-Governance.'
Article 2, section 6 provides for a force majeure situation where, for various reasons, a community leader is not elected in consolidated communities. In this case, it allows the Prime Minister to appoint an interim community leader until the community elects its own leader.
With the adoption of this project, it also stipulates that in situations defined by section 6 of article 102 of the law on 'Local Self-Governance,' a member of the respective community council can also be appointed as the interim community leader.
This law was passed to enable the appointment of a new mayor, designated by the Prime Minister, in Vanadzor instead of Mamikon Aslanyan, while he remains in prison.
