We Are Exempting the Brothers of Fallen Soldiers from Military Service: Who Voted in Favor of Hayk Sargsyan's Bill
The National Assembly has adopted, in the second reading, a bill authored by Hayk Sargsyan, a member of the Civil Contract faction, which stipulates that the brothers and sons of soldiers who have died during military operations will be exempted from mandatory military service.
The author presented the bill, stating that several changes have been made from the first to the second reading, according to which the brothers or sons of deceased soldiers can apply if they wish to serve.
Sargsyan emphasized that the Honorary faction had suggested not to grant these individuals the opportunity to be exempted from military service, but instead proposed to call them up by the command of the Minister.
“I was opposed to that proposal. The purpose of these amendments is social; we are exempting the brothers of fallen soldiers from service to alleviate family burdens, allowing them to work and solve social issues, as well as address psychological issues that arise within the family,” he said.
Sargsyan noted that another proposal was made by the Armenia faction, suggesting that these individuals be drafted for six months. This proposal also did not receive the committee's approval.
A total of 68 lawmakers voted in favor of the bill. The opposition factions Armenia and Honorary have decided not to participate in the four-day sessions of the Parliament and will instead travel to the border villages of Armenia and Artsakh.
Earlier, Sargsyan had mentioned that after the changes, the number of beneficiaries would not be large. It is anticipated that during the summer draft of 2022, 10 citizens will benefit from the law, 17 during the winter draft, 11 in the summer draft of 2023, and 14 in the winter draft. Thus, during the upcoming four drafts, there could be 52 possible beneficiaries.
