State Control Service Conducts Research in Healthcare and Defense Ministries

The State Control Service of Armenia held a consultation summarizing the work carried out in the first quarter of 2022, led by the head of the State Control Service, Romanos Petrosyan. The heads of the main professional structural divisions presented reports, showcasing brief performance indicators of the conducted and ongoing research and monitoring activities.

According to this information, 106 monitoring activities were conducted in the first quarter of 2022, of which 81 have been completed, while 25 are still ongoing. The monitoring activities are currently continuing in the Ministries of Foreign Affairs, Defense, Economy, the State Revenue Committee, and other entities.

In the first quarter of 2022, 12 studies were conducted, with 9 still ongoing. Currently, studies are being carried out in the Ministries of Health and Defense, in the Yerevan city hall, at Haypost CJSC, and other entities, including among the parties involved in transactions.

The results of the conducted studies and ongoing monitoring have identified the following main violations:

  • Non-compliance with the requirements of government decisions,
  • ineffective management of state resources,
  • inconsistency in planning and conducting procurement processes with the Law on Procurement and legal acts regulating the process,
  • discrepancies in the quantity of acquired goods, completed works, or provided services compared to the signed contracts.

Relevant proposals have been submitted to state bodies for the elimination of identified violations and omissions, and documents regarding 8 cases have been forwarded to law enforcement agencies.

To enhance the effectiveness of the studies and monitoring conducted by the State Control Service, specific instructions have been issued by the head of the Service.

The State Control Service of Armenia consistently exercises its powers to reveal and exclude the ineffective management of state resources, as well as to ensure compliance with Armenian legislation, facilitating the exercise of the Prime Minister’s oversight authority.

The implementation of government decisions, as well as those made by the Prime Minister, is under daily monitoring by the State Control Service. Additional information regarding the outcomes of the control functions of the State Control Service will be provided as needed.
