Artsakh Republic Security Council Officially Appeals to Russian President Vladimir Putin

Under the leadership of Artsakh Republic President Araik Harutyunyan, a meeting of the Security Council was held on March 25, during which a decision was made to formally appeal to the President of the Russian Federation and Chairman of the Russian Security Council, Vladimir Putin, due to the current military-political situation in the Artsakh Republic and the provisions of the trilateral statement of November 9, 2020.

The letter emphasizes that since the deployment of Russian peacekeepers in Artsakh, the forces have operated with high efficiency and fulfilled the tasks set before them. Numerous issues raised by the Azerbaijani military-political authorities have been resolved with the immediate, prompt, and effective involvement of the troops, facilitating the overcoming of the consequences of the war in Artsakh. However, since March 8, 2022, the Azerbaijani side has intensified its humanitarian, psychological, and subsequently military aggression.

Detailing the aggressive actions of Azerbaijan against the population of Artsakh that began in early March, including military aggression against Parukh and adjacent areas, the letter concludes with several proposals. “The Security Council of the Artsakh Republic has decided to address you with a request to take measures to ensure the implementation of the provisions of the Statement adopted on November 9, 2020, by the leadership of Azerbaijan. The people of Artsakh need security conditions to live in our historical land and deal with the healing of the war's wounds. However, as presented, the aggressive actions of Azerbaijan make it impossible to engage in peaceful daily life, therefore, we find it necessary to implement additional measures for ensuring security.

Accordingly, we believe that the current number of peacekeeping forces and the technical means supporting them are insufficient for the full implementation of the peacekeeping mission in Artsakh, considering the increasing and expanding nature of Azerbaijan's military ambitions. We kindly request you to re-evaluate the current number of Russian peacekeeping forces and the amount of supporting equipment and increase both personnel and military equipment accordingly.

Additionally, it should be noted that the local authorities have established constructive working relationships with the peacekeeping forces and are ready to provide the necessary conditions for their deployment. Construction works for this purpose have already been initiated.
