No Legal Act Delegating Authority to Balasanyan to Negotiate with Azerbaijan Adopted
The Office of the Security Council of the Republic of Artsakh has reported that no legal act has been adopted delegating authority to Secretary Vitaly Balasanyan to negotiate with the Azerbaijani side, as stated by the President of the Republic of Artsakh.
Earlier, the Artsakh information headquarters had announced that Vitaly Balasanyan would lead negotiations with Azerbaijan on behalf of Artsakh. They indicated, "In order to address the issues raised by the Azerbaijani side, the authority to work with the Russian peacekeeping forces and to negotiate with the Azerbaijani side has been entrusted to the Secretary of the Security Council of Artsakh, Vitaly Balasanyan," the Artsakh information headquarters stated.
However, the Office of the Security Council of Artsakh has refuted this statement made by the information headquarters. "At the same time, we inform you that the President of the Republic of Artsakh signed a decree on September 10, 2021, appointing the Secretary of the Security Council as the coordinator for matters related to cooperation with the Russian peacekeeping forces," the statement from the Artsakh Security Council noted.
