It should be noted that last week, Biden referred to Putin as a 'war criminal.' On Monday, the US Ambassador to Russia, John Sullivan, was summoned to the diplomatic office where he was presented with a note of protest.

'Statements like the US President's, which are uncharacteristic of a statesman, put Russian-American relations on the brink of collapse. We warn that hostile actions against Russia will receive a decisive and tough response,' the Foreign Ministry's statement said.

Russian Presidential Press Secretary Dmitry Peskov described Biden's remarks to RIA Novosti as unacceptable and inexcusable rhetoric for a country's president. The Kremlin attributes Biden's statements to his irritability and forgetfulness. Peskov emphasized that this is not the first personal insult directed at Putin from the US President.
