ECHR Will Not Examine the Case of Karen Petrosyan, Who Was Injected with Psychoactive Drugs and Diesel by Azerbaijanis
The European Court of Human Rights (ECHR) will not examine the complaints filed by Armenia and Azerbaijan regarding the case of Tovuz residents Mamikon Khojoyan and Karen Petrosyan, who were captured and tortured in 2014. This was reported by 1lurer.am.
The ECHR has decided not to accept the appeal for examination. The rulings in these cases are now subject to enforcement. The ECHR had previously obliged Azerbaijan to compensate a sum of 40,000 euros and to conduct an investigation involving the heirs of the victims in the process. The ruling mandates that the perpetrators be identified and held accountable.
On November 4, the court ruled against Azerbaijan, accepting the Armenian side's complaint, recognizing violations of Khojoyan's and Petrosyan's rights to life, freedom from torture, personal liberty, and inviolability. The Armenian side lodged a complaint with the Grand Chamber to contest the violation of the right to be free from discrimination.
The 77-year-old Mamikon Khojoyan had been captured and later returned, but died shortly thereafter. He had been subjected to violence, receiving injections of psychoactive drugs and diesel fuel. A day after his captivity, Baku claimed that Karen Petrosyan had died from heart failure.
