On Thursday morning, Russian President Vladimir Putin announced that in response to the appeals from the leaders of the Donbas republics, he has decided to carry out a special military operation. The Russian leader emphasized that Moscow's plans do not include the occupation of Ukrainian territories.
Russia's Ministry of Defense has stated that Russian military forces are not striking Ukrainian cities and that military infrastructure is being targeted using precision measures. The department assured that there is no threat to the civilian population.
