The CPP Thwarts Discussion on the Project Condemning the 'Shushi Declaration'

Today, at 12:00 PM, a special session of the National Assembly was supposed to take place initiated by the members of the National Assembly, with an agenda item concerning a draft statement proposed by the 'Armenia' faction regarding the ratification of the 'Shushi Declaration' by the parliaments of Azerbaijan and Turkey.

However, the session did not convene due to a lack of quorum. Only 29 members were registered. Lawmakers from the ruling 'Civil Contract' faction did not attend the session.

The acting Speaker of the National Assembly, Hakob Arshakyan, stated that according to Article 51, Part 4 of the Constitutional Law of the National Assembly, registration continues until the necessary number of deputies is registered, but not more than 4 hours.

It should be noted that the draft statement submitted by the opposition expresses concern stating: 'The National Assembly of the Republic of Armenia expresses its deep concern regarding the ratification of the declaration signed by the presidents of Turkey and Azerbaijan in the occupied city of Shushi on June 15, 2021. This declaration establishes a Turkish-Azerbaijani military-political alliance within the framework of the 'One Nation, Two States' concept. Although the document states that it was not created against a third party, its entire content is directed against the Republics of Armenia and Artsakh, and the Armenian people.'

'It records the strategic objectives of the two states that carried out a 44-day aggression against the Republic of Artsakh, against the self-determination of the Artsakh people, the sovereignty and territorial integrity of the Republic of Armenia, and the rights of the diasporic Armenian people who survived genocide. The references to the 'Zangezur corridor' in the declaration indicate that Turkey and Azerbaijan are reaching public agreements to implement joint expansionist plans.'

'The agreement between the two states to fight against the international recognition of the Armenian Genocide is condemnable, distorting the essence of the issue and relegating it to the realm of historical research. The Shushi Declaration is based not on the UN Charter or the security principles adopted by the OSCE, but on the approach of 'ethnic security.' It contradicts the fundamental norms of international law. According to the 1969 Vienna Convention on the Law of Treaties, all international treaties that contradict the imperative norms of general international law are null and void and cannot have any international legitimacy.'

'The National Assembly declares that the Shushi Declaration, with its provocative and destructive nature, is unacceptable for the Republic of Armenia. It represents a serious challenge to regional and global security, does not contribute to the peaceful development of our region, contradicts the principle of establishing Armenian-Turkish relations without preconditions, and raises serious doubts about the true behavior and intentions of the official Ankara.'
