Tatoyan Appeals to Constitutional Court Challenging Legal Norms Keeping Him Dependent on the Government
I have just appealed to the Constitutional Court. I am challenging the legislation governing the civil service system in Armenia, which creates obstacles for the activities of the Human Rights Defender by placing crucial issues related to the staff in dependence on the Government. This refers to the provisions of the law on the 'Civil Service,' decisions of the Prime Minister and the First Deputy Prime Minister, and several other acts. This was announced by Human Rights Defender Arman Tatoyan.
“These unconstitutional acts, along with the fundamental misconceptions held by officials responsible for the civil service system in the Government regarding the institution of the Human Rights Defender, and bureaucratic hurdles, have led to ongoing obstacles in our work for a long time. Even based on my application, the OSCE Office for Democratic Institutions and Human Rights and the Venice Commission of the Council of Europe criticized the current situation with their official positions, including from a constitutional perspective, but the issue remained unresolved,” Tatoyan noted.
