Armenian National Assembly to Convene an Extraordinary Session to Discuss Statement Draft Proposed by 'Armenia' Faction

The National Assembly will hold an extraordinary session on February 23, 2022, at 12:00, initiated by the members of parliament. The agenda includes a draft statement proposed by the 'Armenia' faction regarding the ratification of the 'Shushi Declaration' by the parliaments of Azerbaijan and Turkey.

The statement expresses, "The National Assembly of the Republic of Armenia expresses its deep concern regarding the ratification of the declaration signed by the presidents of Turkey and Azerbaijan in occupied Shushi on June 15, 2021. Through this declaration, a Turkish-Azerbaijani military-political alliance was established under the concept of 'One Nation, Two States'. Although the document states that it was not created against a third party, the entire content is directed against the Republics of Armenia and Artsakh, as well as the Armenian people. It records the strategic objectives of the two states that carried out aggression against the Republic of Artsakh during the 44-day war, against the self-determination of the people of Artsakh, the sovereignty and territorial integrity of the Republic of Armenia, and the rights of the world Armenian diaspora that has survived genocide.

The formulations regarding the 'Zangezur Corridor' included in the declaration testify that Turkey and Azerbaijan are making public arrangements to implement joint expansionist projects. The agreement between the two states to fight against the international recognition of the Armenian Genocide is condemnable, as it distorts the essence of the issue and brings it into the realm of historical research. The basis of the Shushi Declaration is not the UN Charter or the security principles adopted by the OSCE, but rather an approach of 'ethnic security'. This contradicts the fundamental norms of international law. According to the Vienna Convention on the Law of Treaties of 1969, all international treaties that contradict the imperative norms of general international law are void and cannot have any international legitimacy.

The National Assembly declares that the Shushi Declaration, with its provocative and destructive nature, is unacceptable for the Republic of Armenia. It poses a serious challenge to regional and global security, does not contribute to the peaceful development of our region, contradicts the principles of normalization of Armenian-Turkish relations based on 'without preconditions', and raises serious doubts about the real behavior and intentions of the official Ankara."
