Why Has the Prosecutor's Office Become More Active?
The "Haykakan Zhamanak" newspaper reports that the RA Prosecutor General's Office has recently become quite active. According to the newspaper, it is making tough public criticisms or making notable decisions regarding the activities of preliminary investigation bodies.
For example, the Anti-Corruption Committee announced the completion of the preliminary investigation in the case of former Prosecutor General Aghvan Hovsepyan and sent it to the Prosecutor General's Office for approval and submission to court. However, the Prosecutor's Office announced that the criminal case was not approved by the prosecutor and was returned. A similar scenario occurred with the criminal case initiated against former Police Chief Vladimir Gasparyan. The Prosecutor General's Office returned Gasparyan's case with appropriate instructions for additional preliminary investigation.
Even though the cases were sent back, information received by the "Haykakan Zhamanak" newspaper indicates that no investigative actions have been carried out involving the defendants in the cases.
Now, the Prosecutor's Office has also subjected the police to harsh public criticism. According to the Prosecutor's Office, a legally effective judicial act has confirmed the illegal failure of police employees to accept and register reports of crimes, which contributes to an increase in crime rates. In other words, the police do not register cases of crimes to avoid not having cases to solve.
As a result, in order to eliminate these shortcomings, the Prosecutor General has appealed to the RA Police Chief.
