Point System for Traffic Violations Will Not Be Eliminated

The parliament rejected a bill proposed by the "Armenia" faction, which aimed to eliminate the point system applied for traffic violations.

The author of the draft law is Aram Vardevanyan, a member of the "Armenia" faction. The bill proposing amendments to the Administrative Offenses Code of the Republic of Armenia received 42 votes in favor and 46 votes against during the voting.

According to the opposition, the constitution of the Republic of Armenia stipulates that double liability for the same offense is prohibited. It was pointed out that in this case, drivers are subjected to both a monetary fine and the removal of penalty points, and upon the consumption of 9 points, the suspension of their driving license is also anticipated.

Opposition lawmakers asserted that two separate measures of liability are being applied simultaneously, which is unacceptable. However, the authorities insisted that the penalty point can be either primary or secondary, and when combined with a fine, it becomes an additional measure.
