Why Penalty Payments Are Not Reaching Their Destination: Police Clarification
The police have issued a clarification regarding penalty payments, stating: "Recently, there has been an increase in citizen complaints related to the payments for administrative violations. As a result of investigations conducted in the patrol service, several circumstances have been identified that cause problems during the payment process.
The issue is as follows: a citizen receives the record of administrative violation and makes the payment through a terminal or bank, but later it becomes clear that the payment for the violation has not been processed. Let’s clarify. If a decision has been made that the citizen is fined, for example, 20,000 drams, they input 20,000 drams into the terminal. They might not notice that a certain amount is withheld as a service fee. This means that the terminal only accepts 19,700 drams. Consequently, the fine is not fully paid, and it is automatically sent to the State Revenue Committee.
The investigations have also revealed another common issue where the citizen inputs incorrect numbers in the terminal. In other words, they correctly enter the account number but make a mistake with the decision number. In this case as well, the money goes to the account, but the fine recorded by the officer remains unpaid.
When paying through the bank, the following problem occurs. The bank employee, while entering the decision number, either misinputs the numbers or adds symbols like / between the digits—basically, a typo. The system does not accept such entries. The money is transferred to the account, but due to the incorrect input of the decision number, the fine is again considered unpaid.
Dear citizens, please be careful when making penalty payments. Ensure you enter the account numbers from the bottom part of the decision coupon in the designated area for account numbers, and the numbers from the top part of the decision coupon in the designated area for the decision number. When entering, double-check the decision number. If the terminal requests a service fee, pay the additional amount.
