Russian President Vladimir Putin has sent congratulatory messages to foreign heads of state and government, as well as leaders of international organizations, in connection with the upcoming New Year and Christmas.
The official website of the Kremlin states that Putin has also congratulated Armenia’s second and third presidents, Robert Kocharian and Serzh Sargsyan.
Among the former leaders receiving congratulations from the Russian president are Shinzo Abe, Silvio Berlusconi, George W. Bush, Angela Merkel, Benjamin Netanyahu, Romano Prodi, Nicolas Sarkozy, François Fillon, Tarja Halonen, King Juan Carlos I, and Gerhard Schröder.
However, the list from the Kremlin does not include the leaders of Ukraine and Georgia.
