Health Ministry Clarifies Constitutional Court Decision Again
The Health Ministry once again clarifies: “Referring to the decision made by the Constitutional Court yesterday and based on the misconceptions spreading among the public, the Health Ministry addresses the topic once more. The head of the legal department of the agency, Anna Mkrtumyan, confirms that the Constitutional Court's ruling is a victory for the Health Ministry and thus the decision to undergo PCR testing is considered constitutional.
Citizens will continue to present either a document confirming a negative PCR test result or a vaccination certificate to their employer. Furthermore, according to the Constitutional Court's decision, the definition of the circle of subjects (employees) obliged to pay for the PCR testing service for diagnosing the coronavirus disease (COVID-19) falls outside the legal authority granted to the Health Minister.
